방송광고대행 수수료 제도의 바람직한 모델
방송광고대행 독점체제를 경쟁체제로 전환하기 위해 복수 미디어렙을 운영하는 방안이 논의되고 있다. 그러나 방송광고대행 수수료 제도에도 적지 않은 문제가 있는 것으로 보인다. 특히 광고대행 및 판매대행 수수료의 지불 주체는 누구인가, 적절한 광고대행 수수료율은 어느 정도인가 하는 것이다. 본 연구는 이러한 문제를 살펴보고 대안을 제시하기 위하여 각국의 방송광고대행 체계를 검토하고, 전문가를 대상으로 초점집단면접을 실시하였다. 그 결과, 네덜란드, 프랑스, 영국 등에서 국제관례인 광고대행 수수료율 15%의 흔적이 남아있고, 미디어렙의 수수료는 방송사가 지불하고 있음을 알게 되었다. 또한 전문가들 역시 대체로 15%의 광고대행 수수료율을 인정하였고, 방송사-미디어렙, 광고주-광고회사의 거래가 원칙적이라는 의견이었다. 연구 결과를 토대로 6개의 방송광고대행 수수료 체계 모델을 전문가들에게 자문을 구하여 최종 2개의 모델을 구축하였다. 모두 거래의 원칙을 적용하였고, 국제관례인 15%의 대행수수료율을 기반으로 하였다.

A study for establishing models of broadcasting advertising vicarious execution commission system
Plural Media-rep policy is now propelled for the purpose of changing monopoly system of vicarious execution of broadcasting advertising to competitive system. But it looks not only monopoly of it, but also commission system is serious problem. Especially, who should pay for the advertising agency and media-rep and what is proper commission rate are the main points. To discriminate and make an alternative proposal, this study investigate some systems of other countries and execute focus group interview with some experts members in this field. As the results, we can find that 15% advertising agency commission still remains as international practice in several countries like Netherlands, France, and England. Most experts admit that the rate is international usage. And they insist that the business should happen between ‘broadcasting station - media-rep’, ‘advertiser - advertising agency(media agency)’ as a principle. This study established 6 models from the results of case study and FGI and consulted experts. At last 2 models are established being adopted business principle and international agency commission rate 15%.
